Btw, I was wrong.. the balloons were not a part of the, RC Cluster Trick or Treat event (which has since closed.).
They were however a part of the, Trunk or Treat event, running til Nov. 7th, 2016.

The event is geared towards SL kids but, really… Isn’t Halloween geared to all kids at heart?
